A former Louisiana police detective, Jack Robideaux (Jean-Claude Van Damme) decides to become a US Border Patrol agent to fight drugs moving into the US and the bad criminal element they bring with them. While working the streets of his newly assigned area, he soon learns that a renegade Special Forces Unit is about to smuggle millions of dollars of heroin in to the United States. He takes on the takes of stopping them in their tracks. To accomplish this he has to avoid or take out hired killers, traitors and double agents.
