Hallam Foe (Jamie Bell) is a teenager living at his father’s estate in Peebles with an intriguing hobby; voyeurism. He also believes his step-mother, Verity (Claire Forlani) is responsible for his mother’s death by drowning some years earlier. After his sister leaves for college, Hallam gets the feeling Verity and his father want him out as well, so he travels to Edinburgh. He meets Kate (Sophia Myles), who resembles his mother, and she helps him get a job as a porter in a hotel. Hallam lives in the clock-tower of the hotel, allowing him to spy on Kate in her home. He discovers Kate is having an affair with a hotel employee Alasdair, and threatens to tell his wife. Alasdair backs down, and Hallam moves in on Kate. After a night of drinking, he reveals to her that he has an obsession with his mother, which fascinates Kate. Meanwhile, Verity and Hallam’s father are trying to track him down because they need his approval to develop land on their estate and pay off some substantial debts. Hallam begins to realize that every move he makes is controlled by his mother-obsession, whether he likes it or not.
