After four centuries of war between the Shinobi warriors of the Manjidani Koga and Tsubagakure Iga clans it is declared that peace time is to begin. Lord Hattori Hanzou (Yutaka Matsushige) is the one to declare it. Each clan takes to living in the woods and in the mountains and avoids conflict. Neither trains ninjas in the shadow art of Shinobi. When the Lord of the Lords starts to believe that the clans are a threat to peace in his lands he forms a plan to destroy the best warriors. The Lord calls for a contest. Amidst the turmoil Iga Oboro (Yukie Nakama), the granddaughter of the leader of the Iga clan, and Koga Gennesuke (Jô Odagiri) the son of the leader of the Koga fall in love, Romeo and Juliet style.
