Delineating the unusual and hostile relationship between Japanese and Chinese, the story explains the plight of Chinese immigrants to Tokyo. Segregated and mistreated, they begin to form their own gangs in response to Yakuza mobsters and local police. One Chinese man, Steelhead (Jackie Chan) responds to a need by bringing together Chinese, including his friend Jie (Daniel Wu) in crime, but Steelhead also has ambitions to rise in the Japanese mob. An old Chinese girlfriend (Jinglei Xu) has also married a Japanese mobster, showing the integration of culture and crime. Steelhead keeps playing all sides, including Inspector Kitano (Naoto Takenaka) as he makes a Macbeth style move in Japanese crime society, with the usual Shakespearean results.
